These cages are suspended from the ceiling a system which in inclement weather invariably leads to discomfort among its occupants. In large buildings which have items suspended from the roof those items tend to sway in severe storms when the building moves ever so slightly. Thus, cages suspended in the same manner would likely be prone to move in high wind environments causing the cages to move, continually keeping their occupants off balance and shifting their weight to compensate.

This particular shelter may not even have walls given the inordinate amount of sunlight entering the building. The floor is also cluttered with what I can only assume are feathers. Given the time it would take to accumulate such a collection of feathers, if indeed this is what we see, there would also be a staggering amount of waste deposited over the same period.
